Group HSQE Manager

Job Introduction

We are seeking a Health, Safety, Quality and Environmental (HSQE) professional to join our management team working out of our global Head Office in Staffordshire.

Reporting to the Global Managing Director, the purpose of this role is to support the continued growth of our business globally by planning strategy and executing our vision for HSQE over the next 10 years and beyond. We are seeking an individual who will bring about a step change in the company’s approach, and raise the HSQE bar to a similarly innovative and pioneering level to that of our engineering and service delivery.

You will be a first class communicator with the ability to adapt your approach to meet the needs of a culturally diverse business. Computer literate and a strong team player, you will be proactive and pragmatic and able to drive the safety culture and philosophy within the group.  Working with an existing multi-site, Integrated Management System that is externally certified to ISO 9001, ISO 14001 and OHSAS 18001, you will be a responsible decision maker and show drive, determination and resilience. 

You will have suitable levels of qualification in Health, Safety, Environment and Quality and ideally you must have chartered membership of one or more suitable professional institutions relating to HSQE. Experience in lifting and specialised heavy transportation or a related discipline is preferred but not essential.  Experience in civil engineering and construction would be an advantage.

Role Responsibility

  • Establish a clear vision for HSQE across the organisation, and engage stakeholders at all levels to participate positively in achieving this vision.
  • Lead the continued maintenance of global policies, systems, objectives and procedures, conferring with board members, the HSQE team and other staff members as necessary
  • Senior management point of contact for first line advice, innovation and guidance
  • Oversight of the company’s Integrated HSQE Management System, including monitor and review of its effectiveness on a global basis, continuous improvement and co-ordination of global ISO and other certifications.
  • Audit global offices and projects to ensure compliance to legal, internal, client and any other applicable requirements
  • Work with indirect reports from a globally spread, multi-cultural and multi-disciplinary team to strategically plan, implement, monitor and review all HSQE aspects for our offices and projects on a global basis
  • Ensure that relevant and timely HSQE management information is available for everyone in the business, from executive board to site based teams.  Review activity reports, statistical information, and other performance data to measure efficiency and identify improvement opportunities.
  • Determine resourcing requirements, assist with interviewing / selection of new employees, and oversee personnel processes relating to the appointment of HSQE professionals
  • Assist projects and work sites where necessary to ensure that they operate efficiently, effectively and in compliance with the overall HSQE work plan.
  • Accountability for identifying and sharing lessons learned from incidents with global implications.  Evaluating the effectiveness of actions taken as a result.

The Ideal Candidate



  • Recognised HSEQ qualification


  • NEBOSH International General Certificate in Occupational Safety and Health
  • Diploma in Environmental Management.
  • Relevant qualification in Quality Management (minimum Lead Auditor, IRCA certified)
  • Chartered Member of IOSH, IEMA and CQI
  • Degree / Masters level education in engineering, project management, Health and Safety, Environmental, Quality Management or similar



  • Heavy plant and equipment general operational safety requirements
  • Managing risk in major hazard working environments (eg.  Nuclear / Gas)


  • Specific heavy lift and transport industry knowledge including large cranes, SPMTs, specialised lifting equipment and barges



  • At least 5 years’ experience in Health, Safety, Quality and Environmental Management.
  • Responsibility for a team of HSQE professionals
  • Experience of working with / influencing different cultures


  • 5 years’ experience in major hazard working environments
  • Oversight of a global team



  • Intermediate Excel / Word / PowerPoint / Outlook
  • Capable planner / time manager
  • Clear concise communicator – written and verbal
  • Must be able to lead a team


  • Able to influence others and gain their support and buy-in



  • High level of self-motivation and self-management
  • Able to solve ad-hoc problems quickly with clearly defined solutions

  • Able to adapt communication style to suit audience (site operator – client -  managers and supervisors)
  • Confident presenter, up to executive board level.



  • Willing to travel and work within and outside the UK for periods of up to two weeks at a time
