HSQE Specialist - Russia

Job Introduction

The company is actively seeking a Health, Safety, Quality and Environmental (HSQE) professional to join our team working out of our Moscow Office in Russia.

As the designated HSQE Specialist, your role will be to ensure that all legislation is adhered to and policies and practices are adopted, helping to plan, implement, monitor and review the necessary protective and preventative measures, and to work towards continual improvement and minimisation of HSQE incidents and nonconformities within the scope of company activities: the provision of transportation and lifting services to all industry sectors in Russia. This role involves working closely with our management team and employees across the business.

Based both in the Office and Yard and on Site, you will be responsible for taking the lead role in HSQE planning and implementation for the remainder of the Russian legislation. You will be responsible for liaising with our Employees, Client representatives, HSQE Authorities and providing leadership to the project management team and subcontractors in order to establish and implement the HSQE requirements.

As a prospective you will be a first-class communicator with the ability to adapt your approach to meet the needs of a culturally diverse business. Computer literate and a strong team player, you will be proactive and pragmatic and able to drive the safety culture and philosophy within the Country.  You will work with an existing multi-site, Integrated Management System that is externally certified to ISO 9001, ISO 14001 and OHSAS 18001, you will be a responsible decision maker and show drive, determination and resilience. 

You will have suitable levels of qualification in Health, Safety, Environment and Quality and ideally you must have chartered membership of one or more suitable professional institutions relating to HSQE. Experience in lifting and specialised heavy transportation or a related discipline is preferred but not essential.  Experience in civil engineering and construction would be an advantage.

Role Responsibility


In the first instance the HSQE Specialist will report to the Country Manager and act as a representative responsible for all HSQE day-to-day activity in Russia. Responsibilities include (but not limited to):

  • Maintain alignment and compliance with Russian HSQE legislation and ALE group HSQE objectives and systems, and maintain cooperation and communication with the Regional HSQE team.
  • Produce HSQE documentation and reporting for submission to Internal and External users.
  • Visit of project locations to ensure compliance to legal, internal, client and any other applicable requirements.
  • Assist to Office + Yard employees and work sites where necessary to ensure that they operate efficiently, effectively and in compliance with the overall HSQE work plan.
  • Establish a clear vision for HSQE across the business and engage Employees at all levels to participate positively in achieving this vision.
  • Accountability for implementing Synergi Life reporting software and identifying and sharing lessons learned from incidents.  Evaluating the effectiveness of actions taken as a result.
  • Keeping up to date with developments in legislation and advising the business as appropriate.
  • Frequent site inspections of operational sites and the yard and workshop activities.
  • Development and delivery of specific HSQE training on the project site, and assistance with identification of training needs and sourcing.
  • Practical advice on and preparation of risk assessments and method statements.
  • Assist engineering and operations with development of new safe systems of work, safety apparatus and use of new technology.
  • Office and yard fire systems management.
  • Promotion of customer focus, customer satisfaction and HSQE awareness throughout the project and business.
  • Keeping current with developments in legislation and other applicable requirements and advising the management team as appropriate.
  • Assist staff and contractors in respect of compliance with relevant legislation, client standards and contractual arrangements.
  • Liaise with registration bodies, customers and suppliers providing support and problem solving as necessary.
  • Development and delivery of specific HSQE training within the Business.
  • Assistance in the identification of other training needs and sourcing of training.
  • Assist with development of new safe systems of work, safety apparatus and use of new technology.
  • Promptly alert line and functional management to significant accidents and incidents.  Assist with and review near miss, incident investigations and nonconformity.


The Ideal Candidate



  • Minimum relevant diploma level in safety, environmental and quality management or similar recognised vocational qualification
  • Lead Auditor (preferably in quality management)


  • A recognised Supervisory, Management or Higher Education qualification
  • Vocational qualification such as an Engineering Discipline



  • Heavy plant and equipment general operational safety requirements
  • Managing risk in major hazard working environments (e.g. Nuclear / Gas)


  • Specific heavy lift and transport industry knowledge including large cranes, SPMTs, specialised lifting equipment and barges



  • A minimum of 3 years’ HSQE experience at an appropriate level
  • Experience of dealing with all levels of management
  • Thorough understanding of ISO 9001:2015, ISO14001:2015 and OHSAS 18001/ISO45001
  • HSQE experience at project/site level
  • Multinational, diverse workforces


  • Previous experience within a similar company, engineering background advantageous



  • Intermediate Excel / Word / PowerPoint / Outlook
  • Capable planner / time manager
  • Clear concise communicator in English – written and verbal
  • Must be able to lead a team

  • Membership of appropriate safety, environmental and quality institutions
  • Willing to travel and work within and outside Russia for periods of up to two weeks at a time
  • Current valid driving license
  • Current valid passport, no restrictions
